The Ministry of State for Federal National Council Affairs (MFNCA) recently participated in the second forum of co-ordination bodies between governments and parliaments in the Arab world, held in Kuwait with focus on "Mechanisms of coordination between governments and parliaments - future prospects".
His Excellency Tariq Hilal Lootah, Undersecretary of the Ministry of State for FNC Affairs, while speaking at the forum, stressed the importance of the event in strengthening the interface between the governments and parliaments in the Arab world, as an effective mechanism for consolidating joint Arab efforts.
"This forum demonstrates a sincere desire to capitalise on the success achieved by the first forum, held here in the UAE last year as an initiative of the Ministry of State for Federal National Council Affairs, and underscores the need to share views and counsel, especially in the backdrop of the changes taking place in the Arab world," he added.
A work paper on the role of the Ministry of State for Federal National Council Affairs in ensuring co-ordination between the Government and the Federal National Council in the UAE was also presented by His Excellency Lootah at the forum. The presentation covered the Ministry’s role in implementing the vision of the leadership through enhancing political participation and community awareness on parliamentary institutions.
His Excellency Lootah explained that the Ministry is also working on dissemination of information to the public regarding parliamentary processes. "The ministry aims to make coordination between the Government and the Council more effective, establish a culture of political participation, and provide excellent services through planning and performance measurement in line with best practices."
His Excellency Lootah also briefed the forum on co-ordination mechanisms adopted by the Ministry, most notably the setting up of the Department of Coordination and Follow-up with a coordinator assigned in each ministry or federal authority to coordinate with the Department in matters relating to the Ministry concerned. The Ministry of State for Federal National Affairs has also set up a committee at the level of Under Secretary and the Secretary of the Federal National Council to meet regularly and follow up on relevant issues.
