As part of its ongoing strategy to modernise the government’s financial systems and standardise financial procedures at a federal government level; the Ministry of Finance (MoF) recently started the planning stagesof its annual capacity building initiative, which is designed to enhance the knowledge and skills ofemployees whospecialise in the implementation of financial procedures and systems of various ministries and federal government entities within the UAE. This plan, whichemanated from the consolidated financial procedures manual,includes a series of workshopswhich will be held at the Ministry’s headquarters in Abu Dhabi and Dubai at the end of 2014.
The 2014 initiative will include nine specialised workshops which will cover the internal audit charter of the federal government, e- Dirham procedures and financial operations, training participants on the mechanisms of revenue collection, cash flow training, entering budget data on the Hyperion system, preparing financial reports, the mechanisms for monthly and annual closing of accounting periods, procedures for the preparation of salaries in accordance with the “ Bayanati” systemand the preparation of the consolidated financial account.
Commenting on this initiative, HE Mariam Mohammad Al Amiri, Assistant Undersecretary for the Management of Financial Resources, said: “The Ministry’s annual initiative for capacity building, which isaimed atemployees specialising in the federal government’s financial procedures and systems, reflects the Ministry’s strong commitment to actively implement the consolidated financial procedures manual and develop the skills and abilities of staff membersthrough workshops, whilst ensuring that they remain informed of the latest decisions by the government in the field of financial work.”
The Ministry has adopted this annual initiative for capacity building to meet the needs of ministries and government entities in the UAE and to coordinate with them. Each ministry and government entity has nominated a group of employees to participate in the workshops and employees will be evaluated after the completion of each session, to determine the extent of familiarity with the basics of the training as well as to measure the benefits of these three-month training courses.
