SEHA Begins Reform Of Paediatric Services With Clinical Affiliation

The Abu Dhabi Health Services Company (SEHA) has organised a high level meeting for a number of representatives from global hospitals, specifically centres of excellence in paediatrics, in order to familiarise them with the company’s requirements in forming a strategic clinical affiliation agreement between SEHA and a specific internationally recognized paediatric service provider in the coming years.

Four leading international Children’s hospitals from the United States have participated in the workshop namely Children’s Hospital of Philadelphia in collaboration with Cleveland Clinic, Cincinnati Children’s Hospital Medical Center, Children’s National Medical Center and Johns Hopkins Hospital. During the process, a team from SEHA senior management familiarised the visiting delegations with what SEHA expects them to offer once an agreement with one of the providers is agreed. The overall aim of this initiative is to further improve and enhance the delivery of paediatric services within the SEHA HealthSystem.

The initiative is part of a general strategy for SEHA designed to promote the transition to a healthcare model which utilises service lines. Service lines are organised arrays of clinical services focused on the health of specific populations, and they enable delivery of healthcare in an integrated and coordinated manner across numerous SEHA sites and specified geographical areas. They also offer the opportunity to bundle expertise, thus reducing duplications and ensuring volume-based competencies.
Service lines improve performance across SEHA’s health facilities in six key areas – patient safety and quality, operational service excellence, strategy and growth, people, financial performance and research and education. Service lines operate in SEHA across a variety of specialities such as paediatrics, heart and vascular, orthopaedics and rheumatology and neurosciences.

SEHA’s strategic plan is designed to provide integrated healthcare to all of Abu Dhabi residents in accordance with the highest international standards. The company also aims to shift from external management of hospitals to clinical services designed specifically for the Abu Dhabi population. Particularly focusing on service lines in key delivery points, the development of such clinical affiliation academic partnerships shall accelerate SEHA’s population based vision towards the goal of world-class delivery and quality of pediatrics care, hence help ensure the highest levels of service for patients and to achieve the best results. SEHA’s ultimate goal aims that the health of citizens and residents of Abu Dhabi will be further enhanced as a result of the implementation of this initiative.

SEHA’s mission is to promote the importance of the patient in everything it does in order to improve customer service and productivity in its health facilities. Throughout all of SEHA’s operations, constant heed and consideration is paid to the issues that could affect performance and patient satisfaction and to continually improve to recognized international standards

The objective of the pre-bid meeting with some of the leading paediatrics centres of excellence in the world is to create a mutual understanding of the partnership and deliverables to provide the highest international standards of care in the field paediatrics, in the UAE in general and in Abu Dhabi in particular. This will be achieved via SEHA’s HealthSystem facilities, which are spread across the Emirate of Abu Dhabi. Aiming to provide healthcare in the field of rare paediatric medical sub-specialties, such as Cardiac Surgery, Infectious Diseases, Haematology and Oncology and other complex medical disciplines, SEHA is seeking partnerships with world-class organizations in these domains.

The partnership and affiliation between SEHA and a globally prominent hospital is to take advantage of that provider’s global expertise in the field of paediatrics. In particular, the intention is to establish a centre of research and education in this area of medical research, and to train medical staff working in SEHA’s hospitals in accordance with the highest international standards.

The affiliation will also aim to provide scientific and training opportunities for UAE nationals in paediatrics, enabling them to contribute to the development of the UAE, with the overall goal of providing premium healthcare for UAE nationals and residents alike. SEHA plans to develop a new children’s hospital in the project of the New Sheikh Khalifa Medical City. This specialised paediatrics centre will be built to provide the highest quality healthcare for children throughout the UAE and shall serve as the referral center nationally and regionally for rare paediatrics subspecialties.

With its partnership and affiliation to one of the world’s most prestigious and acclaimed hospitals, SEHA intends to attract physicians and specialists from all over the world, with the specific goal of promoting and elevating the paediatrics department’s services at its hospitals, through collaboration with the partner and exchange of expertise.

Paediatrics is considered a key area of study within SEHA’s health facilities due to the expected increase in paediatric patient volumes. With the Emirate’s high birth rate, 16 percent of the native population younger than 14 years of age, and a further 4 percent aged between 14 and 19, paediatric census and needs will only increase over time. .

In accordance with this significant growth in patient load, SEHA allocates 255 beds within its healthcare facilities to paediatrics.

Paediatrics is one of seventeen planned service lines for SEHA. Once the re-organisation of SEHA’s services has taken place, SEHA will be organised around this basic structure of service lines and a number of shared support services including ambulatory services, radiology, dialysis and laboratory medicine.

SEHA works continually towards the establishment of a sustainable health system that provides high-touch, high-tech healthcare competitive with the best public healthcare systems in the world and which offers education and training for Emirati medical and clinical staff working within SEHA’s health facilities.

Throughout the procurement process, SEHA seeks the highest quality and best value for the UAE Government and its people. In accordance with this, SEHA is committed to an open, fair and transparent process. There is to be a common assessment undertaken by all bidders with a clear scoring guide for proposals based on criteria, which will be communicated to tenderers beforehand. SEHA aims to have a partner in place by March, 2014, with deadline for tenders being 12pm UAE local time, 3rd February, 2014.
