TRA Accelerates Preparatory Planning Ahead Of The UAE Participation In The Upcoming ITU Plenipotentiary Conference

The Telecommunications Regulatory Authority (TRA) hosted a coordination meeting in its Abu Dhabi Headquarters on Wednesday, December 18th. The event inviting representatives of various government entities, including the Armed Forces; the Ministry of Interior; Ministry of Foreign Affairs and the nation’s licensees Etisalat and du. The meeting comes as a part of TRA’s continuous effort to increasethe level of cooperation between official UAE government entities and form a ‘national team’to consolidate strategyahead of a strong participation in the International Telecommunication Union Plenipotentiary Conference 2014 (ITU PP14)to be held in Busan, South Koreain October 2014.

The main purpose of forming a‘National Team’ is to support thenomination of the UAE, represented by the TRA, to be elected as one of the Member States that will constitute the next ITU Council and also the UAE nomination to join the Radio Regulation Board. TheITU PP14 conference is a globally significant event, organized by the ITU and held every four years. The event sets a roadmap of ITU’s overall strategy for the coming four years in all matters relating to budget, strategy, responsibilities and the election process of candidates from the 193 member states for union’s leadership positions, leadership councils and working committees.

The meeting started with a quick overview on the conference and its importance to the United Arab Emirates, in addition to the roles and responsibilities of the national team and the tasks assigned to it, besides an overview of the most important items on the conference agenda and the activities and sessions held ahead of the conference. A quick overview was delivered to the "consultation" document on the protocol of cooperation between the TRA and the concerned entities regarding international representation in the ICT sector.

Commentingon the preparatory meeting,HE MohamedNasser Al Ghanim, Director General of theTRAsaid: "These coordination meetingscome as part of our on-going effort to enhance collaborative efforts between Gulf Cooperation Council(GCC)countriesand aidpreparationsaheadof the upcoming Plenipotentiary Conferencein South Korea. Ultimately, this meeting builds on the positive momentum generated in previous sessions and develops the recommendations made in both the last Arab Information and Communication Technology (ICT) Ministerial Council meeting, held inAlgeriainOctoberand the GCCMinisterial CommitteeforCommunications and Information,held in Bahrain, in September.”

The meeting’s agenda included studying the arrangements for the UAE (represented by the TRA) hosting the first meeting of the GCC working group which will be held in Dubai from 22 to 23rd December, ahead of the start of the first meeting of the Arab working group in charge of preparations for the Plenipotentiary Conference, to be held between the 24th and 26th of December, at the Intercontinental Hotel, Festival City, Dubai.

Eng. Nasser bin Hammad, Senior Manager of International Affairs in the TRA “The next meeting ofArab representativesin preparation for PP-14, heldin Dubai, will be a significant occasion where no less than fifteen Arab countrieswill be taking part in addition, representatives ofthe ITU including the Director General ofthe Arab Regional Officeof the ITU in Cairo and theDirector General ofthe Telecommunications Bureauatthe General Secretariat ofthe Gulf Cooperation Council(GCC).Representativesof theTurkish Administrationwill also be present as wellandthe candidateofthe South Korean governmentfor the Presidency ofthe Busan Conference,” he added.

In this context, said: "Our meetingwith the government entitiesis an important stepthat supports the participationandpresence ofthe UAEin the Plenipotentiary Conference, the largestITU strategic conference held in South Korea. Moreover, thisinitiative comesin line with our mutual coordinationeffortsandthe continuous cooperationbetween the TRA andthe UAE government entities. Effective collaboration is essential in this respect as we collectivelywork towards presenting the UAEICT sector in the best positive light on this global stage.”
