NOC Program For Utilities & Infrastructure In Abu Dhabi Gains Momentum

4th Steering Committee Meeting Identifies Scope of Licensing

 

Abu Dhabi Systems & Information Centre (ADSIC) recently hosted the fourth Steering Committee meeting to address the status and way forward of the No-Objection Certificate (NOC) Program including Policy and Governance Recommendations that will be submitted to the Abu Dhabi Government. Under the supervision of the Executive Council of Abu Dhabi, the Program is a collaborative effort of Abu Dhabi government entities to streamline the NOC issuance process for utilities and infrastructure in the Emirate.

The Common NOC Solution envisioned and currently under development by ADSIC, links the infrastructure of the information systems in the Emirate to achieve unified general licensing for utilities and infrastructure, issued through a single window. The implementation of a common NOC solution will benefit end-users as well as citizens by decreasing the time required for NOC issuance in the future.

The latest Steering Committee meeting on the project was led by ADSIC Director General, H.E. RashedLahej Al-Mansoori in attendance of H.E. Eng. Ahmed Mohammed Shareef, Undersecretary of Department of Municipal Affairs; H.E Khalifa Mohammed Al Mazroui, General Manager of Abu Dhabi Municipality; H.E. Dr. Matar Mohammed Al Nuaimi, General Manager of Al Ain Municipality; H.E.Misbah Mubarak Al Marar, Acting Director-General of the Western Region Municipality; H.E.Falah Al Ahbabi, General Manager of Abu Dhabi Urban Planning Council; H.E. Abdulla Saif Al Nuaimi, Director General of Abu Dhabi Water and Electricity (ADWEA); H.E. Khalid Mohamed Hashim, Executive Director of Land Transport at Abu Dhabi Department of Transport; Colonel Juma Salem Al Dahmani, Acting Director of Abu Dhabi Civil Defense General Directorate; Lt. Colonel Sami Al Naqbi from the General Directorate of Civil Defense; H.E. Jamal Saeed Al Nuaimi, General Manager – Abu Dhabi Region, Etisalat; Mubarak Obaid Al Dhaheri, Deputy Managing Director of the Abu Dhabi Sewerage Services Company (ADSSC) and Abdulkarim Al Raeesi, Director of Strategy and Planning, ADSIC.

 

 

Participants in the meeting overviewed roles and responsibilities of the stakeholders, key solutions to improve data readiness of entities involved, and the governance framework of the NOC Program which is based on engaging stakeholder entities in all stages of implementation.

The program is currently represented by 200+ specialists from various business and technical domains related to NOCs including strategy & planning, corporate services, asset management & planning, projects, customer service, IT/GIS, HSE, and permits & approvals. The active participation of all stakeholders in the ongoing workshops is a strong evidence of a unified ambition across stakeholder entities to develop a solution towards enhancing government services.

As the government entity in charge of developing the NOC Program, ADSIC encouraged continued cooperation with the Centre’s team to reorganize the procedures, tackle the weaknesses and promote the strengths in order to improve services and ensure the implementation of the Program as scheduled.

The NOC services shall be governed by comprehensive Service Level Agreements (SLAs) that are beingdeveloped in collaboration with the stakeholder entities covering business, institutional, and technical frameworks as necessary.

The NOC Program vision is to avail an investor friendly government and society, proactively encouraging and facilitating sustainable and resilient community development opportunities in Abu Dhabi. To achieve this vision, the NOC Program targets empowering Abu Dhabi with an efficient and effective no-objection-certificate (NOC) solution through proactive coordination and e-government enabled services to expedite the permitting and approval process for land, construction, utilities, and infrastructure development projects.

Finally, participants expressed their support to the NOC Program’s drive to build the capacity of local human resources through on-the-job training and mentoring.
