The implementation of the Law No. 9/2011 is in line with the vision of the wise leadership and is being followed up by Dr. Abdullah bin Mohammed Belhaif Al Nuaimi, Minister of Public Works and Chairman of the National Transport Authority (NTA).

"The implementation of the law aims to keep up with the economic growth of the UAE. The team in charge is trying to overcome any challenges that may arise during the implementation of the law. It will also promote its benefits for streamlining customer service," the minister said noting that the law will be implemented in phases the first of which has to do with the licensing and registering transport companies while the final phase will be about registering trucks at border entry points.

He also noted that NTA’s offices are ready, and NTA has completed coordination on operations at border entry points for issuing the operating licenses for companies as per the terms and conditions of the law.

The minister also noted that NTA will open more well-staffed offices in the UAE next year to enable fast discharge of procedures.

NTA expectes that an average of 2500 transactions a day will be carried out at border entry points as the time needed for each transaction will be reduced from 15 minutes to 7 minutes with the electronic linkage between NTA and some 25 federal and local departments involved with the implementation of the new law.

For his part, Dr. Nazem Assaad bin Taher, the Acting Director General of NTA and Chairman of the Committee on the Implementation of the Land Transport Law, explained that NTA will also expand the existing offices in Abu Dhabi, Dubai, Sharjah, Ras Al Khaimah and Fujairah.

NTA has already established a strategic partnership with Emirates Transport to provide licensing services at 36 NTA service centre in order to reduce the time and cost of the procedure.

The economic development departments, the local transport departments, the chambers of commerce and industry in the UAE, car clubs, and federal agencies such as the Ministry of Interior and the Federal Customs Authority will be implementing the new law.

Under the new law, which sets the rules of carrying passengers and goods between the UAE and other countries, no land transport business maybe practiced without getting a license from the National Transport Authority (NTA).

The license applicant must be a UAE citizen and the transport vehicle should be equipped with safety gear and should satisfy all technical conditions stipulated by the authority.

The new Law will upgrade the land transport system through regulating and determining the conditions and requirements necessary for practicing the land transport business and the international transport operations of goods and passengers. It will regulate the establishment of companies involved in the land transport business, and the establishment of branches for these companies, including the guarantor and auto clubs.

"According to this Law, no land transport business maybe practiced without getting a license from the National Transport Authority, and that the license applicant must be a UAE citizen, and that the transport vehicle should be equipped with the safety gear and should satisfy all technical conditions stipulated by the Executive Regulations and other legislations issued in this respect; and that the license applicant must be the owner or hirer of the land transport vehicle according to the type of activity to be licensed pursuant to the conditions determined by the Executive Regulations," bin Taher added.

Moreover, this Law will regulate the procedures and conditions of granting and renewing the licenses, in addition to starting the application and approving the operation cards of transport vehicles, and determining the conditions and obligations of drivers of land transport vehicles and the mechanisms of issuing the customs transit cards as well.

According to the NTA official, in statements earlier this month, NTA contacted the concerned authorities in the GCC countries and 5 Arab and regional countries, Jordan, Egypt, Syria, Lebanon, Turkey, for identifying the new conditions that will be put into effect by the Authority in the beginning of next September. He also confirmed that the NTA has completed the campaign of introducing the Law at the local level through organizing a number of workshops with the strategic partners for the purpose of keeping them informed of the latest developments and executive procedures of this Law and Executive Regulations hereof through these workshops preparations were made for exercising control over the land transport companies.

Representatives from the Ministry of Interior, Federal Customs Authority, Emirates Standardization & Metrology Authority, transport authorities, Federation of Chambers of Commerce & Industry, Departments of Economic Development, Transport Authorities in Abu Dhabi and Dubai, took part in the workshops.

NTA will also launch a hotline for responding to the queries and enquiries of companies’ owners and drivers about the mechanisms of compliance with the new Law.
